Again, kind of a loaded question as it really depends on what the
clients wants.
Are they prepared for a fairly basic template look (cre) or totally
customised look (osc)
On the other hand, if the budget is low and the clients wants a load of
contribs installed then perhaps cre would be the way to go.
On the other, other hand, there are also a lot of free osc templates
around, (we've got a load), so, again, depends on what the client wants.
If you do choose the cre route be prepared for a lot of sleepless nights
working late to correct buggy, insecure code.
If I really had to I would install OSC with the STS contrib. This wil
allow you to change the design fairly easily.
