One problem is why it should come up with IRC error. IRC (Internet Relay Chat) runs on port 194 or 6667 usually so should have nothing to do with an FTP connection on 21. Perhaps the server has managed to set up an IRC server on port 21, or your ftp client is trying to use the IRC port.
