Given the context of an existing static site with only a hand-full of
pages requiring occasional edits, something like Contribute would
probably suffice.

As I understand it, Contribute is a desktop app. based on
Dreamweaver. You can manually define editable 'zones' within your
HTML for Contribute using simple start/end comment tags in any text
editor so your client can't affect the layout etc. As such you won't
need a database or programming skills.
Quick. Simple. Cheap.
If you switch to a CMS with SQL database you'll probably need to start over.
Regardless it sounds like this is a new requirement so you should be
looking for some additional budget to cover your time and a deadline
extension.
The client would need to buy a copy of Contribute (though I think
there's a free alternative available if you have Google).

You may need to look at a range of systems which provide different
strengths depending on your typical client base.
I use Joomla for content rich sites with multi-user registration
requirements and community building. Drupal offers much the same with
it's own idiosyncrasies.
For full-blown eCommerce sites I tend to use Zen-Cart.
If a brief goes beyond what pre-built systems can offer I work with
programmers to deliver something bespoke.
