I'd say plain HTML was a must too, for all the reasons mentioned above and
obviously for those people who avoid flash whenever they can, or people on
low end hardware, it staggers a bit on my laptop and isn't viewable on my
PDA....
So that would be good practice but I suppose it depends on your demographic
and how important anyone not able/willing to use flash.
I tend to use lynx to check that everything looks OK on sites that I put
together, and this one give me the rather deadly:

or for those that have scripting disabled. Alternate HTML content should be
placed here. This content requires the Adobe Flash Player. Get Flash
