I'd have to agree here. A PC is a personal computer. If you want to
dictate what OS they are running then state it as part of the
requirement. You are making an assumption which thankfully these days
can't be justified.
As to email campaigns, you want a hosted service and not something that
runs locally.The site's listed in this thread can give you the reasons why.
