I use clook - I'm very impressed with what I get. Not just the
disk/bandwidth, but the support is exceptional. Have a look at clook.info.

The site was for rating design companies -
http://thedesignerforum.com/top100/ but can be adapted for any 'top 10'
'top 100' etc rating system.

design.
I'm looking for a very very similar system that can rate people any scripts
out there for the job?
