My Mum, who works in Citizen's Advice, always tells me to "make time of
the essence", i.e. specify a reasonable time limit for payment (perhaps a
week), after which further action (such as court action, disabling the
website, etc.) will be taken. This shows that you're serious, lets them
know what the consequences of non-payment will be, and stops them
procrastinating any futher.
I got very excited that I might be able to charge my first serious
late-payment interest last week, but the customer paid up on the day I'd
set as the deadline. So no chance to add the interest, but at least now
they've paid!
