no ive changed php.ini and checked with phpinfo and it changed
upload_max_size from 2m to 15m but still seems to not work and cant
restart i dont think its premium godaddy account

maybe you have the limit set in php?
it's mornally default to 2mb sometimes 5mb I think the max is 8mb

ive changed php.ini from 2 to 15MB but think i have to wait for it to take

Have you checked the UPLOAD_MAX_FILESIZE and POST_MAX_SIZE in your PHP
configuration. This normally defaults to 2MB.
To check, run a PHP script with the phpinfo() function.
