ISP may well be hijacking port 25, especially if they have unauthenticated
mail as standard. Try changing the outgoing SMTP port to 587, the mail
submission port. You might need to tweak the server to enable this port
too, and it'll require username & password authentication.
Alternatively, use the ISP's SMTP server to send outgoing mail (but if you
have an SPF record, make sure to update it to tell people you're doing
this).
